NRC Commissioners/ Staff, The answer is NO.
Definitions: I am going to call "Nuclear" = "Nuke" because it is truly a 4-letter word, which threatens not just humanity but all organic life on earth with perpetual, irreversible, random, untreatable, cumulative genetic defects in the germ line passing into the gene pool onto the next generation. Your Class distinctions are ridiculous compared to the factor of distance and impossibility of permanent enclosure. We can't build any that will last long enough!
History Applicable to this Proposal: While there is a natural background level of a wide variety of particles bombarding earth from space, from inside the earth... it is the deliberate human mining, heavy "enrichment", & concentration of radioactive ores from the earth's crust for destructive uses- from destroying organic tissue for medical purposes, to powering utility lines, clocks &
remote alarms, to wartime annihilation/ crippling of enemy non-combatants which is "unnatural".
Worse, since humans started to do this, they have known it is dangerous, there is no safe place to throw nuke waste "away" (the half-life of most common radionuclides is 20,000 years- at which time only ONLY HALF of the volume of the original nuke (Uranium) turns inert (Lead))...
And no civilization on earth has lasted 20,000 years, when today's problem will only be HALF AS BAD as it is today... how would we send them information on how to take care of it? when we don't know ourselves?
EXCEPT IT WILL BE MANY TIMES WORSE because, instead of solving nuke's existential life-cycle problem- that should have slammed on the brakes after WW2's A-Bombs- no hospital, lab, utility power plant, or military application has hesitated for one moment to continue their reckless business as usual to make "nuke waste" as if there is no tomorrow... and there may not be one for humans if this problem is not solved! NO NUCLEAR PLANT HAS EVER BEEN BUILT OR MADE MONEY WITHOUT MASSIVE SUBSIDIES! SOME HAVE BEEN BUILT ON COASTS THAT COULD BE ATTACKED, ON EARTHQUAKE FAULTS... we actually must not allow any industry to get away with dumping it Nuke waste UNLESS & UNTIL we've solved the problem of where to get rid of its waste safely. IF NOT, THERE IS NO TOMORROW (except for cockroaches) nuke waste is truly much more threatening to all life on earth than Climate Catastrophe.
The only "recycling" of human-produced hyper-emissive nuke waste is Plutonium, whose only application is nuke bombs... which have been made real under the banner of "deterrence"... the only problem with this is summed up in the phrase: "When what you have is a Hammer, everything you see looks like a Nail" (& there is no need; we have enough nuke warheads to
blow up the world multiple times!) It is mishandling and accidents with human-caused enriched radioactive nukes ("Broken Arrows" = the many score accidents with nuke missile warheads) &
nuke "waste" that has brought us to this point, and over time almost inevitably there will be life-ending events in multiple places...
NONE IN CALIFORNIA, NEVADA, NEW MEXICO, KANSAS, OR TEXAS IS SAFE: ALL HAVE UNDERLYING, UNSOLVABLE GEOLOGIC ISSUES!
This point where YOU are willing to trade the safety security and genetic security of all life in your nuke shipping routes across the United States for all time... THE ANSWER IS NO. So my Official Comments on proposed shipments of radwaste around the country to a "temporary"/"interim"(sic) storage site (= radioactive dump).
STOP OFF-SITING RADWASTE:
- 1. It is dangerous. Despite all pro-nuke parties' official pronouncements that nukes are safe, the know they are not, and refuse to stop.
- 2. It is dangerous enough, it needs to be sent off-site as soon as there is no more use for it. But ultimately, there is nowhere on the surface of the earth far enough away to send it. Until now, there has been no way to safely send it far enough away to be safe. This unsolved problem of Nukes in the first place; I have thought the only reasonable Nuke-disposal method is to mount waste in a capsule & start rocketing it to the sun... It's hideously expensive, so to be done ONLY on the condition WE FIRST PLEDGE TO STOP MAKING NUKES! Perhaps Elon Musk has now produced a rocket dependable enough to do the shipping (we'll need 1000's), ONLY IF we can get all utilities & militaries to agree to STOP MAKING ANY MORE ... EVER!
There is no safe threshhold for exposure to N-"Waste", there is no such thing as "Low Level" Nuke Waste. Union Pacific has LOST FREIGHT CARS in the past... wouldn't it be nice for some terrorists to find them? What if they planned it to make a dirty bomb? Though there were rumors of terrorism, in 1973, a Southern Pacific train with 7000 bombs on board blew up Antelope, CA (& one end of Roseville's freightcar yard) instead of parts of Vietnam... Inquiries found observers saw smoke- from a fire that started burning a floor most likely from mechanical failure or a spark, which spread to the orndance.
The more we ship it, the more Nuke-waste accidents are VIRTUALLY GUARANTEED; however, NOT ONE COMMUNITY IN THE USA IS PREPARED FOR THE INEVITABLE ACCIDENT(S) BY RAIL OR HIGHWAY! which 1ST-RESPONDERS (FIRE/ POLICE/ MEDICAL) WHO WOULD BE TOASTED are prepared?, NO COUNTY & MAYBE ITS HOSPITAL WHICH COULD BE AS UNINHABITABLE AS CHERNOBYL are ready: NO TOWN IS READY TO BE ABANDONED, NO PLANS EXIST TO REBUILD RAILROADS & ROADS PERMANENTLY SOMEWHERE ELSE, THE AQUAFER PROBABLY POISONED, A BIG CONTAINMENT BUILDING MAY BE NEEDED TO BE ERECTED AS A MONUMENT TO NUKE STOOPIDITY. WHILE HEARTBREAKING BIRTH DEFECTS WOULD GO ON FOR GENERATIONS even as they have from the children of Chernobyl (have you included pictures in your study?, and children of U.S. military tank crewmen (have you included pictures in your study?) whose piercing shell tips and armor are made with radioactive ores for superior hardness! AS HORRIFYING AS THEY ARE UNNECESSARILY!
SO NO, LET'S STOP THIS APPLICATION NOW INSTEAD, STATING WITH STOPPING THE MANUFACTURE OF ALL NUKES ACROSS THE U.S.!
