[External_Sender] Holtec Docket #NRC-2018-0052 I am writing on behalf of our community group Liveable Arlington to oppose the approval of this nuclear waste storage facility.
I request that, at a minimum, the Nuclear Regulatory Commission (NRC) hold in-person public hearings along the proposed transportation routes, including one in Tarrant County, Texas, once COVID-19 is under control. The vast majority of residents in Arlington have no idea that high-level nuclear waste might be coming soon to their railroad tracks and the current Environmental Impact Statement (EIS) ignores the impact the transportation of high-level nuclear waste (HLW) would have on communities along the likely rail routes.
A significant portion of the HLW it would store will likely travel on the Union Pacific rail lines through the heart of Arlington. The NRC defines the exposed population as a band approximately 0.5 miles on either side of the transportation route, in part because the containers continuously emit a small amount of radioactivity. Even minor accidents, slow-moving rail cars, or stopped rail cars, would increase emissions in that defined area. (http://www.state.nv.us/nucwaste/news2012/pdf/nureg2125.pdf Arlington municipal buildings, including the main library, the City Hall, Municipal Courts and Police Department/Jail, are all well within the half-mile radius. A portion of the University of Texas at Arlington also lies within the half-mile radius, as does Arlington Baptist University, Krooken Elementary School, and the Oakridge School.
The General Motors plant, commercial, and residential areas in Arlington are also along the tracks.
According to the EIS, the Holtec site proposes accepting over 173,600 metric tons of uranium over a 20-year period. The NRC estimates that would involve transporting 500 caskets per year.
If an accident occurs, state and local governments have the primary responsibility for responding. State and local governments are also responsible for taking any actions deemed necessary to protect the public health and safety.
Licensing this facility would lead to tens of thousands of shipments of deadly radioactive waste coming through Arlington, creating risks from accidents, container cracks, and sabotage. Radioactive releases could threaten the health of people and businesses near the railroad tracks during transport, as well as creating ongoing risks for people living near the proposed interim storage sites.
This facility would be a threat to the safety of me and my family, and if anything goes wrong, my tax money would be required to respond to it.
Please fund hardened storage at existing nuclear power plants until a permanent waste site is approved. And then, find transportation routes that do not travel through high-population areas like the Dallas-Fort Worth Metroplex. Transporting large amounts of HLW through highly populated areas is an acceptable risk.
