SUMMARY

OF THE AUGUST 20, 2020, PUBLIC MEETING WITH ANALYSIS AND MEASUREMENT SERVICES CORPORATION REGARDING ONLINE MONITORING TECHNOLOGIES TOPICAL REPORT (EPID: L-2020-TOP-0037)

On August 20, 2020, a virtual Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Analysis and Measurement Services Corporation (AMS). The purpose of the meeting was to discuss AMSs online monitoring technologies topical report (TR), which was submitted to the NRC on July 10, 2020 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML20231A208). The meeting notice and agenda, dated August 7, 2020, are available in the ADAMS at Accession No. ML20220A659. A list of attendees is enclosed.

The NRC prepared discussion topics for the public meeting (ADAMS Accession No. ML20231A504). The discussion topics were related to the NRC staff questions identified during the staffs acceptance review of the AMS TR. The questions were categorized by potential acceptance review sufficiency items, request for additional information items, and audit items. The AMS representative and NRC staff discussed each topic in detail.

The NRC stated that TRs are meant to be one way to improve the efficiency of regulatory activities (e.g., subsequent license amendments). To this end, some of the NRCs discussion topics included aspects related to future (or anticipated) license amendments, based on the details provided in the AMS TR. The NRC clarified that it cannot require an applicant to include additional scope into a TR. In some of the areas identified in the NRC-prepared discussion topics covered during the meeting, the AMS representatives indicated that any supplemental information would identify whether the topic would be more appropriately addressed in subsequent license amendment requests and the AMS representatives stated that such clarification would be included in the supplemental information.

At the end of the meeting, the NRC staff communicated that it will continue with the acceptance review and that AMS will be receiving the acceptance review results shortly.
