REGULATORY AUDIT PLAN FOR JANUARY 26-27, 2021, AUDIT OF AMS-TR0720R1, ONLINE MONITORING TECHNOLOGY TO EXTEND CALIBRATION INTERVALS OF NUCLEAR PLANT PRESSURE TRANSMITTERS (EPID NO. L-2020-TOP-0037)
Dear Dr. Hashemian:
By letter dated July 10, 2020 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML20231A208), as supplemented by letter dated October 9, 2020 (ADAMS Package Accession No. ML20317A111), Analysis and Measurement Services Corporation (AMS) submitted a topical report (TR) request regarding online monitoring technology to extend calibration intervals of nuclear plant pressure transmitters.
The U.S. Nuclear Regulatory Commission (NRC) staff has proposed to conduct an audit at this point in the review process in an effort to increase efficiency in the review and has therefore enclosed an audit plan. The scope of this audit will be to ensure understanding of the TR and discuss questions attached to the plan. This audit will focus on decreasing the time for the staff to gain a thorough understanding of the methodologies used in the TR.
The NRC staff has performed a preliminary review of the TR and expects the audit to increase their level of knowledge and understanding of the TR and associated methodologies. The regulatory audit will be held in accordance with NRR procedure as described in LIC-111, Regulatory Audits (ADAMS Accession No. ML19226A274).
Enclosed is a copy of the plan with attached questions the NRC staff will follow during the audit.

REGULATORY AUDIT BASES:
Title 10 of the Code of Federal Regulations (10 CFR) 50.36, Technical Specifications, requires that technical specifications (TS) include surveillance requirements (SR); where SR are requirements relating to test, calibration, or inspection to assure that the necessary quality of systems and components is maintained, that facility operation will be within safety limits, and that the limiting conditions for operation will be met. The AMS TR seeks to change how SR are implemented.
AUDIT SCOPE:
This audit will focus on increasing the efficiency for the staff to gain an adequate understanding of the methodologies used in the TR.
2 The purpose of this audit is to enable the NRC staff to come to a better understanding of the material submitted for review by allowing the NRC staff an opportunity to discuss the material with the author of the submittal.
The NRC staff requests AMS to make available the appropriate staff with intimate knowledge of AMS-TR-0720R1 and who can address any questions by the NRC staff, as well as the references contained in the TR.
LOGISTICS:
The audit will take place remotely. The audit will commence on the morning of Tuesday, January 26, 2021, and conclude on the afternoon of Wednesday, January 27, 2021, unless the audit team determines it has completed its audit activities sooner and, as such, the audit schedule and its closeout will be adjusted accordingly.

Written responses to the attached audit discussion topics and supporting documents.
DELIVERABLES:
A regulatory audit summary will be provided within 90 days of the completion of the audit.
