April 25,1978 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-94 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

ANONYMOUS ALLEGATIONS OF UNSAFE CONDITIONS An unsigned and undated letter alleging unsafe conditions at the I General Electric Company Test Reactor (GETR) was received by the NRC Region V (San Francisco) office on April 24, 1978. The letter stated, in part, "Here are some reasons for not granting General Elesctric ._
Nuclear Test Reactor in Pleasanton, California a license for startup." 5'5 i The alleger had statements of concern relating to the reactor spent :
fuel canal integrity, the primary heat exchanger intergrity, the circu- !
(- ' lation of Cobalt-60 pellets through the primary piping systJm, primary l piping weld inspection and restraints, unsafe conditions in the reactor subpile room, and inoperable seismograph instrumentation. l The GETR has been shut down since October 27, 1977 due to newly discovered geology information suggestive of a fault near the site. Proceedings are also pending on renewal of the facility operating license.
The NRC Office of. Inspector and Auditor has been informed of the allegation.
An investigation into the allegations will be conducted by the NRC Region V office commencing on April 26, 1978. A press release is not plar.ned.
NRC Region V (San Francisco) received notification of the allegations by anonymous letter on April 24, 1978.
