Davis-Besse ATVS Design Requirements and Implementation Schedule (TAC 59086)  :

Gentlemen (

l The NRC requested Toledo Edison Company (TE) to address ATVS design  !

requirements and provide the schedules for installation of required equipment  !

no later than October 30, 1988, by letter dated August 10, 1988 (Log No.

2664). This request was apparently prompted by the completion of the NFC staff's evaluation of the Babcock and Vilcox Ovners Group (BV0G) generic design requirements report which was submitted to the NRC by letter dated  ;

October 9, 1985. The NRC's generic safety evaluation report (SER) issued on August 10, 1988 concluded that most sections of the BV0G report vere 7 acceptable for providing generic guidelines for plant-specific design '

submittals. However, some areas of the generic design vere still of concern  !

to the staff.  ;

The BV0G met with the NRC Staff on August 17, 1988, in an attempt to arrive at  !

a common understanding of all areas needed to implement the ATVS rule. During i the meeting, BV0G members expressed general agreement with the NRC SER l conclusions with the exceptions of power supply independence requirements.

- After the nV0G presentation on power supply independence, the NRC provided i clarification on various acceptable design options that would resolve the l 4 issue. These design options were described in an NRC letter to Mr. L. C.  :

DeAgazio (DB-1 NRC Senior Project Manager) on October 21, 1988, and requested an extension to the submittal due date, Mr. DeAgazio agreed to an extension and requested TE to document the request by letter. TE vill provide a response which addresses ATVS design requirements no later than February 28, 1989. Currently, TE plans to design and install ATVS systems by the end of the 6th Refueling Outage.
