APPENDIX B Notice of Deviation Baltimore Gas and Electric Company Docket No. 50-318 Calvert Cliffs Unit 2 License No. DPR-69 As a result of the inspection conducted on August 14-18, 1989 and in accordance L

with the General Statement of Policy and Procedure for NRC Enforcement Action 10 CFR Part 2 Appendix C, the following deviation was identified.

The Calvert. Cliff Inservice Inspection (ISI) Program dated November 6, 1986 states that the 2nd 10 year Inservice Inspection Program will be performed 5 in accordance with ASME Boiler and Pressure Vessel Code Section XI, 1983 Edition, 1983 Summer Addenda. Paragr'aph IWA2300(C) of that Code requires that personnel performing visual examination shall be qualified in accordance with the 1973 version of ANSI N45-2-6.

Contrary to the above, site procedure CCI613 deviated from the licensee's commitment to ASME Code requirements and established the visual examination program under the 1971 version of ANSI NI8.1.

Pursuant to the provisions of 10 CFR 2.201, Baltimore Gas and Electric Company is hereby. required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
