RESPONSE TO NRC BULLETIN 88-04, " POTENTIAL SAFETY-RELATED PUMP LOSS" (TACNO.69954)
On May 5,1988, the NRC staff issued NRC Bulletin 88-04, " Potential Safety-Related Pump (Loss."1) pump-to pump interaction during miniflow o The bulletin requested the evaluation of all safety-related pumps for dead-heading of one or more of the pt.mps, and (2) peration that could result in the adequacy of the minimum flow bypass lines with respect to dama p resulting from operation and testing in the minimum flow mode.
By letter datt.d July 11, 1988, you provided your initial response to the bulletin.
After completing our review of your initial response, by letter dated May 31, 1989, we identified concerns with informatior provided in your response related to operation of the reactor core isolation cooling (RCIC) system in the mini-flow configuration.
Specifically, your initial response indicated that operation of the RCIC pump at the installed minimum flow capacity would be acceptable for only a time period of less than 20 seconds. We requested that you re-review your corrective action proposed in your July ll,1988,
. letter or justify how this action would be sufficient to prevent pump damage during all expected operating conditions, i
By letters dated December 13, 1989 and January 9,1990, you responded to our request for additional information.
Your responses indicated that af ter discussions with the RCIC pump manufacturer, you have revised your determination of how long the RCIC pump can operate under minimum-flow l
conditions without pump damage (to 10 minutes in a 24-hour period) and have revised the operating instructions to implement the manufacturer's recommendations.
Based upon a review your submittals we have determined that your responses to NRC Bulletin 88-04 adequately address the staff's concerns; therefore, I
