SPECIAL SAFETY ANALYSIS REPORT 1.
INTRODUCTION. Operation of the Army Materials and Mechanics Research Center Reactor facility was terminated on 1 April 1970 and relegated to l
the status of " possess, but not operate" by Amendment No. 9 to Facility License R-65 that was approved by the AEC in Docket No. 50-47 on 3 April 1971. A description of the facility upon issuance of the amendment is in references 5 and 6 2.
BASIS FOR CHANGE IN TECHNICAL SPECIFICATIONS. The current Technical d
Specifications require that a monthly radiation survey be performed.
Data collected since deactivation establishes that no increase in radia-

tion levels or contr.mination occurred. Survey data from March 75 sub-stantiates that levels now existing are considerable lower than when the i
facilitywasgeactivated(AppA).
The following table shows the levels exi< ting then and as a result of the recent survey:

PROPOSED CHANGE.
a.
Based on the data collected during the past 5 years, it is proposed that the facility radiation survey be decreased from a monthly to a quarterly basis.
This is in conformo.nce with para-graph C3c, AEC Regulatory Guide 1.86, June 1974 and will present no in-creased hazard to the general public or personnel who are authorized to enter the facility for routine maintenance or other matters.
b.
Revised Technical Specifications are submitted herewith, contain-ing appropriate changes in the radiation survey requirements and updating the organizational arrangement for management of this facility.
4 RECOMMENDATION. Recommend the revised Technical Specifications be approved.
