,The inclosed Special Safety Analysis Report (SSAR), proposed
- Change 2 to the Army Materials and Mechanics Research Center (AMMRC) Technical.
Specifications and supporting data are forwarded for approval (inc1 1).
This change was approved by the US Army Chief of Engineers on 21 Feb 75 after review by the Army Reactor Systems Health and Safety Committee (ARCHS)(inel 2). -An ambiguity existed between the final survey data from 1970 and the CY 74 radiation sumary; therefore, a new survey was conducted in Mar 75, the results of which are included as Appendix A to the inclosed SSAR. This survey-confirmed that radiation levels had declined as antici-pared; tbm, "ha ap; &rsi fre= the Chief cf Engint::: ::::ined valid, based on review of previous information. A further review by the ARCHS was, therefore, not required.

The AMMRC reactor operation was terminated 1 Apr 70 and relegated to the status of " possess, but not operate" by Amendment No. 9 to Facility License R-65, approved by your agency in Docket No. 30-47 on 3 Apr' 71.

The change in Technical Specifications conforms to Regulatory Guide 1.86, Jun 74 in that a reduction from a monthly radiation survey to quarterly l
has been effected.
In addition, minor changes in the management structure are also shown.
