Dear Mr..Michaels:

This is to request that the license for the University of Washington Nuclear Reactor, Docket No. 50-139, be extended until October 13, 2009. At that time, the University plans to finally j decommission the reactor, remove the facility, and return the site  !

to unrestricted use.

In the interval between October 13, 1989 and October 13, 2009, it  ;

is planned to use the facility to house a suberitical reactor and robotics laboratory. In support of these requests, two parts of the decommissioning plan are enclosed. The first part, denoted by the label "SPERT2B", describes the conversion of the facility to the 1 suberitical/ robotics laboratory. The second part, denoted by the i label "RAZEBLD", describes the final decommissioning of the facility and the release of the site. A request that the reactor license be converted to a possession only status to take effect as 5' soon at the reactor fuel has been removed from the site has been submitted. The process for the removal of the fuel is under way. At the 1 present, there is a delay in beginning the fuel removal caused by the delay in receiving the shipping casks from the General Electric l Company Vallscitos Laboratory (GE-200 casks). This delay is due to 1 the delay in replacing a missing weld and resolving the question of )

i the necessity for cask requalification. Table 1 shows the amount of fuel material presently on hand.

l A request that the University of Washingtor be licensed under 10 CFR 70 for the purpose of fueling and roerating a subcritical reactor will be submitted under separata cover at a later date. We propose to request a license to possess 500 SPERT fuel rods containing 0.726 kg of uranium dioxide per rod at an enrichment of 4.81%. The. total inventory of uranium will be 363 kg. The total inventory of U-235 will be 17.5 kg. The effective inventory of uranium will be 0.84 kg [10 CFR 70.4(t)].
