50-139 AMENOMENT TO FACILITY OPERATING LICENSE NO. R-73 Amendment No.11 License No. R-73

The Nuclear Regulatory Commission (the Commission) has found that:
A.
The application for amendment by the University of Washington (the licensee) dated January 15, 1980, complies ith the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regula f ons set forth in 10 CFA Chapter I; 3.
The facility will operate in conformity with the provisions of the Atomic Energy Act of 1954, as amended, and the rules and regulations of the Ccmmission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Conmission's regulations and all applicable :equirements have been satisfied; and F.
Publication of notice of this amendment is not required since it does not involve a significant hazards consideration nor amendment of a license of the type described in 10 CFR Section 2.106(a)(2).

Accordingly, Facility Operating License No. R-73 is hereby amended by changing paragraph 3.3., to read as follows:

Pursuant to the Act and 10 CFR Part 70 "Special Nuclear Material" to receive, possess and use up to (1) 4.4 kilograms or less of contained uranium 235 (21 22 grams of plutonium encapsulated as plutonium-beryllium neutron source, both in connection with the operation of the reactar, (3) 25 grams or less of plutonium and 13 grams or less of uranium 233, both encapsulated as samples for use in reector experiments and (1) 3.5 kilograr.s of contained uranium 235 to be stored off-site at a Department of Energy f acil i ty.
3.
This amendment is effective as of the date of its issuance.
