University of Washington October 6, 1988 Proposed Amendment No. 14 to License R-73 lNTRODUCTION The fuel elements have been removed f rom the core and placed in storage.
Arrangemonts are being made with DOE to ship the fuel off site. Therefore the reactivity worth of the control rods and associated Iimits in the tech-nical specifications cannot be moesured. The drop times of the cont.ol rods and continued determination of the drop times are meaningicss unless the fuel is returned to the core.
Thore is no reason in continuing to maintain and measure the primary water resistivity unless fuel is to be reintroduced into the core, in a letter submitted to NRR on January 14, 1988 we comittec to excerciso Shlm Rod 3 overy working day. With the fuel unloaded from the reactor at the present time maintaining the drop time within Iimits is of no real value.
Although there would be no change in the technical specifications there is no reason to continue to operate the Argon-41 n.onitor as without neutrons f rom reactor oporations there wil I be no A-41 production. Tho stack tronitor wil l continuo to operate os required by Section V.B of the Technical Spectficotlons.
