NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-413/89-02 AND 50-414/89-02)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

F. N. Wright on January 30 to February 3,1989.

The inspection included a

review of activities authorized for your Catawba facility.

At the conclusion

of the inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements.

The violations, references to pertinent requirements, and

elements to be included in your response are described in the enclosed Notice

of Violation.

The inspection revealed that you failed to take full corrective action on a

previous violation (50-413, 414/87-31-02 September 14-18, 1987) concerning

failure to adhere to radiological control procedures for personnel

contamination monitoring and completion of daily dose cards. We are concerned

at your failure to take timely, effective action to correct the violations

identified.

This concern is heightened in that, on two occasions in the past,

full corrective action to radiological control violations has not been timely.

In our letter of September 16, 1988, we noted that you failed to take timely,

effective corrective action to assure proper utilization of daily dose cards.

In addition, this same letter noted your failure to take timely, effective

action to a violation for failure to adequately survey potentially contaminated

tools.

Because of these findings, we request that you be prepared to discuss,

following the enforcement conference on March 9, 1989, your actions to assure

timely and effective corrective actions.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
