We are continuing our review of your submittals dated June 26, 1986 and January 15 and March 31, 1987. These submittals discuss the role of the operators in mitigating high energy line breaks (HELB's) at Fort St. Vrain.

The staff has determined that additional infonnation is required to complete this review.

Please provide the information requested in the er. closure within 60 days of the date of this letter.

The information requested in this letter affects fewer than 10 respondents; therefore, OMB clearance is not required under P.L.96-511.

For actions that must be taken in a potentially harsh environment, please '

provide the following information.

1) Manual Valve Manipulations What reference, if any, is utilized in identifying valves to be manipulated?

What are the physical characteristics (e.g., handle type / shape, size, 1 direction of turn to open/close, and number of revolutions) of the manual I valves to be manipulated?

How difficult are the valves to operate (e.g., force required)?

How feniliar would the operators be with the specific required tasks?

How and where are the subject valves labeled (e.g., name and/or part number)? J How are the cpen and closed positions of the valves identified?

?) Instrument Readings Does verification of steam generator outlet pressure and temperature require actual reading of meter values? Describe how this is l accerplished in the anticipated environment.

How accurately must they be read? How often during the course of the recovery from the HELB?

3) Operator Prc'tection and Comunication Are there any abnormal or aided breathing requirements that should be considered?

What protective garments will be worn, and are the operators familiar with their use?

Are the tasks perfomed by one person or a team? If a team, describe proposed division of duties.

What are the communication recuirements during the tasks?

4) Environmental Conditions Please provide information on the temperature and humidity (and, if available, noise level) that operators will encounter when entering the post-HELB environment?

What are the ambient illumination conditions in the immediate area where required tasks are to be performed?

Would sufficient light be available to perform the required post-HELB tasks?
