Subject: . Inspection Report No. 50-219/89-04
This letter refers to the rcutine safety inspection conducted by Messrs. W. Baunack,
'E. Collins, K. Kolaczyk, T. Koshy, D. Lew, and J. Wechselberger on January 15
-
through February 25, 1989,.at the Oyster Creek Nuclear Generating Station.
The
inspection consisted of document reviews, interviews and observations of acti-
vities as documented in the' enclosed inspection report. The findings were dis-
cussed'with you and other members of your staff' at the conclusion o ' the .in-
spection.
Based on the results of- this inspection, it appears that one of your activities:
was not conducted in full compliance with NRC requirements, as set forth in the
Notice of Violation enclosed' herewith as Appendix A.
A related concern was-
identified in Inspecti.on Report No. 50-219/88-16~regarding the control of plant
configuration during-routine work ~ accomplishments. The violation has been cate-
gorized by severity level in accordance with the " General Statement of Policy
and Procedure for NRC' Enforcement Actions," 10 CFR Part 2, Appendix C (Enforce-
ment Policy). You are ' required to respond to this letter and in preparing your
response:you should follow the instructions in Appendix A.
In your response,
please identify the work authorization review that addresses whether or not
. routine work constitutes a change to the plant configuration.
Paragraph 13.0 of this report addresses a management meeting held on February
2, 1989 to discuss issues related to the restart of the plant from the 12R out-
age. As a result of this meeting, the necessary steps to resolve startup is-
sues were identified.
Your participation and input to this meeting are ap-
.preciated.
Also, this letter acknowledges receipt of your letter of February 14, 1989,
which provides responses to the Notices of Violation surrounding the Safety
Limit Violation of September 11, 1987. Most of your corrective ~ actions were
verified as documented in Inspection Report No. 50-219/87-34.

amined during a future ' inspection of your licensed program.
