Dear NRC staff:

Below are the topics I request you include in the scope of the EIS:

1.?????????? Renewal Period ??? only renew license for 10 years:

a.???????????? Given the history of incidents at the Facility and the increasing sever weather events you must justify why a 10 year renewal period should not adopted.

b.?????????? Our energy-provision mix is shifting toward renewable sources.?? The continued need for this facility must be reviewed more frequently than every 40 years.

c.???????????? Additionally, a 10-year renewal cycle affords the opportunity for more frequent in-depth reviews of Facility operations and for the community to have direct input into the safe and secure operation of the Facility.

2.?????????? Efficacy of Monitoring a.???????????? There is community concern about the reliability and accuracy of the equipment monitoring conditions at the Facility.??

b.?????????? Address maintenance cycles on, and useful life of, all monitoring equipment.

c.???????????? Require independent verification (not manufacturer, Westinghouse or NRC staff) of the efficacy of the equipment.

d.?????????? Assess efficacy of Facility and DHEC staff training in monitoring and evaluating the data generated by the monitoring equipment.

e.???????????? Assure that there is a system in place to monitor the quality of air and other environmental elements in all facilities and discrete parts of facilities at the CFFF.

3.?????????? Aquifer contamination ??? surficial and deeper a.???????????? Assess the sufficiency of the groundwater monitoring well configuration for measuring the degree of, and rate at which, contamination (nuclear or otherwise) is present and migrating toward the fence line.

b.?????????? Develop a reporting system with which DHEC publishes monitoring well data on an annual basis.

c.???????????? Determine if horizontal drilling is necessary to collect data on contaminants entering the environment from under facilities at the CFFF.

4.?????????? Lagoon analysis a.???????????? Determine the efficacy of the current remediation plan and develop and ensure there will be ongoing monitoring of remediation effort.??

b.?????????? Determine if a redesign or covering of the lagoons is warranted to prevent future overflow events.
