TheEISshouldmorethoroughlyevaluatethepotentialimpactsofclimatechangeandupstreamdevelopment,andthe associatedincreasedriskofspills,leaksorotherreleasesofpollutants.Climatechangeisexpectedtoresultinextreme rainfalleventswithincreasedfrequencyandintensity,aswellasincreasedfloodingrisks.Thisfacilityhasalready experiencedatleasttwodocumentedreleasesfromthewastewaterlagoonsonsite(the1971leak,andthe2015 floodingevent)andthecumulativeeffectsofclimatechangeandincreaseddevelopmentarelikelytoincreasetheriskof futuresimilarevents.Additionally,theincreasedrisksassociatedwithclimatechangeandupstreamdevelopmentalso favorashorterlicensetermthantheproposed40years.

TheDEISalsostatesthatafterthe2015floodingeventandassociatedlagoonspills"Nosupplementalsamplingof18 environmentalmediumswasconductedduringorimmediatelyafterthefloodingevent."Thisisveryconcerning,and anynewlicenseshouldrequireimmediatesamplingafteranyfloodeventorpossiblereleaseofpollutantsintothe environment.
