SAFETY EVALUATION REPORT, LETTER DATED MAY 24, 1989, !
RE RADIOLOGICAL CONTINGENCY PLAN (RCP) I
Background
During an inspection by NRC's Region V staff, it was observed that Hocketdyne's RCP dated Ju ly 25, 1988, did not properly reflect Rocketdyne's retention process for offsite support agreement letters. Rocketdyne is authorized by License Condition 24 to revise their RCP provided that the revision does not reduce the effectiveness of the Plan. By letter dated May 24, 1989, Rocketdyne submitted revised pages dated May '.9,1989.
Discussion Staff has reviewed the revision to the RCP. No changes were identified which reduce the effectiveness of the Plan. Rocketdyne has added to the RCP a statement that agreement letters for otisite support organizations will be retained for at least 3 years following a reduction in possession limits which results in an RCP no longer being required.
Condition No. 24 has been revised to update RCP recordkeeping procedures.
Conclusion / Recommendation The staff finds that the revisions do not reduce the effectiveness of the RCP.
The proposed amendment is for the convenience of the Commission in maintaining current references to the RCP.
