26, 1988 In reply refer to 88RC09128 Mr. Leland C. Rouse, Chief Fuel Cycle Safety Branch Of fice of Nuclear Material Safety and Safeguards U.S. Nuclear Regulatory Commission Washington, DC 20555

Subject:

Revised Radiological Contingency Plan Special Nuclear Material License No. SNM-21 Docket 70-25

Dear Mr. Rouse:

During a recent routine inspection of activities authorized by NRC License No. SNM-21 by the staff of the Region V Office of the Nuclear Regulatory Commission, it was observed that the existing radiological contingency plan, Document ESG-81-30, as revised March 3,1982, did not conform to the present operations at Rocketdyne Division of Rock-well International.

In discussions with the inspection team, it was agreed that the plan should be revised as necessary to apply accurate-ly to the activities currently authorized by the license.

In discussions with you subsequent to the inspection, it was agreed that it would be appropriate to revise the plan without reducing the response effectiveness of the plan and submit the revised plan to you at NRC Headquarters in accord with License Condition 24 of our License No. SNM-21.

The plan has now been revised and is being reissued as Document RI/RD88-206, "On-Site Radiological Contingency Plan for Rockwell International Operations Licensed Under Special Nuclear Material License No. SNM-21,"

The new document has been prepared in accord with the standard f ormat for radiological contingency plans and is now completely applicable to the activities currently authorized by License No. SNM-21, as amended October 7, 1987.

This revision has not reduced the response offectiveness of the plan and is therefore being submitted in accord with the requirement in 10 CFR 70.32(1).

Three copies are enclosed for your information and use.
