April 12, 1989, Consumers Power Company (the licensee) requested amencment to the Technical Specifications (TSs) appended to Facility Operating License No.
DPR-6 for the Big Rock Point Plant.
The proposed amendment would revise 3ections 6.2 and 6.5 to 1 reflect the replacement of the Nuclear Safety 1;oard (NSB) with the Nuclear Safety Services Department (NSSD) and the elimination of the Independent Safety Engineering Group (ISEG).
2.0 EVALUATION a.
Section 6.2.3 - Independent Safety Engineering Group (ISEG)
CPC has deleted this organizational unit in its entirety. The ISEG is required by the NRC for all post-TMI licensed plants.
Big Rock Point was licensed prior to TMI and the NRC has not required CPC to have an ISEG at the Big Rock Point Plant for any other reason.
Therefore, an ISEG is not required at the Big Rock Point Nuclear Station.
Based on the above, we find the requested change acceptable.
b.
Section 6.5.2 - Nuclear Safety Board (NSB) l CPC has deleted the NSB and replaced it with a full time Nuclear Safety l
Services Department (NSSD).
The NSSD has assumed the functions of the l
NSB.
It reports to the Vice President-Nuclear Operations. The staff of the NSSD will meet or exceed the qualifications dew.ribed in ANSI /AtC 3.1-1987, and shall have no direct responsibility fur activities sub. ject to their review.
We find this :hange acceptable is it meets the appropriate acceptance criteria of Section 13.4 of NUREG-0800, of the Standard Review Plan.

l Throughout Section 6, reference to the Nuclear Safety Buard, Vice Chairman of the Nuclear Safety Board, NSB, and Director of Nuclear Safety have been changed to Nuclear Safe +,y Services Department.

3.0 ENVIRONMENTAL CONSIDERATION
Pursuant to 10 CFR 51.21, 51.32 and 51.35, an environmental assessment ano finding of no.significant. impact was published in the Federal Register on August 16, 1989 (54 FR 33786).

Accordingly, based upon the environmental assessment, the Corsission has 1
deterinined that issuance cf this amendment will not have a significant effect on the quality of the human environment.
4.0 CONCLUSION
We have concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safet of the public will not be endangered by operation in the proposed manner, (y) such activities will be 2
conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
