- u, ljNITED STATES NUCLEAR REGULATORY COMMISSION CONSUMERS POWER COMPANY DOCKET NO. 50-155 WOTICE OF ISSUANCE.0F AMENDMENTS TO FACILITY OPERATING LICENSE The U.S. Nuclear Regulatory Comission (Commission) has issued Amendment No.100 to Facility' Operating License No. DPR-6, issued to Consumers Power Company (thelicensee),whichrevisedtheTechnicalSpecifications(TSs)for operation of the Big Rock Point Plant 'the facility), located in Charlevoix County, Michigan. The amendment is effective as of the date of issuance.
This amendment modified'the Technical Specifications Sections 6.2 and 6.5 to reflect the replacement of the Nuclear Safety-Board (NSB) with the Nuclear Safety Services Department (NSSD) and the elimination of the Independent Safety Engineering Group (ISEG).
The application for the amendment complies with the standards and requirementsoftheAtomicEnergyActof1954,asamended(theAct),and the Comission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Notice of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the FEDERAL REGISTER on March D,1989 (54FR12977). No request for a hearing or petition for leave to intervene was filed following this notice.

l The Comission has prepared an Environmental Assessment related to the action and has determir.2d not to prepare an environmental impact statement.
l-Based upon the environmental assessment, the Comission has concluded that the issuance of this amendment will not have a significant effect on the quality of the human environment.
For further details with respect to the action see (1) the application for amendment dated September 22, 1988, and supplemented January 17, and Amendment No.100 o License No. DPR-6, (3) the Comission's April 12,1989(2) t related Safety Evaluation, and.(4) the Comission's Environmental Assessment.
