SAFETY EVALUATION FOR GENERIC LETTER 83-28 ITEM 4.5.3, REACTOR TRIP RELIABILITY - ON-LINE FUNCTIONAL TESTING OF THE REACTOR TRIP SYSTEM - BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 (TACNOS. 53967/53968)

Generic Letter 83-28, Item 4.5.3, required confirmation from all licensees and applicants that on-line functional testing of the reactor trip system, including in# m dent testing of the diverse trip feature, was being performed.

By letter dated November 7,1983, Carolina Power & Light Company (CP&L) submitted a response to Generic Letter 83-28, Item 4.5.3, stating that CP&L has performed a review of the Brunswick Steam Electric Plant, Units 1 and 2 (BSEP) reactor protection system on-line functional testing intervals and found that the frequency of tests was sufficient to ensure that an increase in failure rate due to a wearout condition or a common cause failure potential could be detected early and appropriate corrective action taken.

In addition to the review of your November 7,1983 submittal, the staff has also reviewed the BWR Owners' Group response to GL 83-28, Item 4.5.3, as l documented in topical reports NECD-30844 and NECD-30851P. The staff found that the reactor trip system (RTS) availability analysis in these reports adequately covered both generic relay and solid state RTS designs, which includes all currently operatirg BWR plants and, therefore, is applicable to BSEP. The NRC staff concludes tha' t the existing intervals for en-line functional testing at BSEP are consistent with achieving high RTS availability and are therefore, acceptable.
