Gentlemen:
Per our letter of January 23, 1989, South Carolina Electric & Gas Company (SCE&G) committed in the Action #5 response to revise the precautions in System Operating Procedure (50P)-101, " Reactor Coolant System," General Operating Procedure (GOP)-10. " Preparation for Refueling," and the appropriate scheduling procedures. These revisions were to ensure time spent at mid-loop is minimized and to avoid evolutions which can cause perturbations in the Reactor Coolant System while at mid-loop.
The appropriate scheduling procedure has been revised.
In the process of revising the other procedures, the decision was made to add the precautions to Appendix A of the G0P's rather than S0P-101 and G0P-10.
In Action #2, SCE&G committed to revise Emergency Operating Procedure-2.4, Total Loss of Residual Heat Removal System," to cover additional entry conditions of Section 3.2.2.1 of Generic Letter 88-17. Upon further review, SCE&G determined Abnormal Operating Procedure-115.1, "RHR Pump Vortexing," to be the appropriate place to address these conditions.
