Dear Mr. Grace:
The EWR Owner's Group (BUROG) submitted proposed new Standard Technical Specifi-cations (STS) to the NRC staff on May 8, 1989. On May 16, 1989, the BWROG described the content and organization of their submittal during a meeting with the staff. The staff cceducted an acceptance review of the submittal from May 19, 1989, through June 7, 1989.
As a result of the acceptance review, the staff has reached the following conclusions and makes the associated comments which were discussed with Mr. R. Sgarro, BWROG, on June 9, 1989.
The staff accepts the proposed new STS and supported material as sufficient to
'begin its review. However, to complete the review the information listed below will be required. Although the review is proceeding on schedule at this time, the situation will be assessed again in September 1989 to determine whether there are any unanticipated technical difficulties and whether the required items for review have been received in time to complete the review on schedule.
1 REQUIRED INFORMATION TO FULLY PROGRESS WITH THE REVIEW OF THE BWROG'S PROPOSED NEW STS 1.
Some LCO's have been proposed for relocation from the new STS despite their being identified for retention by the "NPC Staff Review of NSSS Vendor Owners Groups' Application of the Commissions Interim Policy Statement Criteria to Standard Technical Specifications," dated May 9, 1988. The following LC0's.have been noted to be missing and should be submitted for inclusion in the proposed new STS.

Supplemental generic LCO's (as denoted by Note 5 in tables 6-1 and 6 of~ Volume 1_of.the new STS) should be submitted for inclusion in the-proposed new STS.

'A sample Core 0perating Limits Report (COLR) is required to assess the implementation of' Generic Letter' 88-16.

The' staff. understands that the full text of the proposed new STS will be provided on electronic media in Word Perfect version 5.0 by July'7, 1989.
Your complete response should'be to the staff by June 30, 1989, in order to allow
