TheATWSRule(10CFR50.62,"RequirementsforReductionofRiskfrom Anticipated Transients Without Scram (ATWS) Events for Light-Water-Cooled Nuclear Power Plants") requires improvements in the design and operatien of commercial nuclear power facilities to reduce the likelihood of failure to shutdown the reactor following anticipated transients, and to mitigate the consequences of an ATWS event. The requirements for Combustion Engineering plants such as Arkansas Fuclear One, Unit 2 (ANO-2) are to provide a diverse scram system (DSS), diverse auxiliary feedwater system (DAFW) actuation, and diverseinitiationofturbinetrip(DTT). Paragraph (c)(E)oftherule ,

requires that information sufficient to demonstrate compliarce with the d requirements be submitted to NRR.

Arkansas Power & Light Company provided information concerning implementation of the ATWS Rule requirements at ANO-2 by letters dated November 3,1988 February 2 and February 21, 1989. The staff has reviewed this information and as discussed in the enclosed Safety Evaluation has concluded that the DSS and DTT designs are acceptable. AP&L's request for exemption from installing a diverse auxiliary feedwater actuation circuitry was addressed in the staff's letter to AP&L dated February 16, 1989. Implementation of the ATWS Rule l
