SUBJECT:
CRYSTAL RIVER UNIT 3 (CR-3) - PUMP AND VALVE TESTING (IST) PROGRAM (TAC NO. 67178)
By letter dated December 31, 1987, as modified by letters dated March 10, July 13, and. September 30, 1988, you submitted your IST program for Crystal River Unit 3.
The NRC staff and its consultants reviewed these submittals, granted interim relief on'some requests in our letter of March 21,'1988, and transmitted comments and questions to you based on our initial review of the IST program in our letter of February 1, 1989. These questions were to form the basis for a working meeting. On April 3, 1989, Generic Letter (GL) 89-04, Guidance on Developing Acceptable Inservice Testing Programs, was issued.
Please note that CR-3 is not ic Tables 1 or 2 of GL 89-04. Therefore, you should i
follow the guidance of GL 89-04 concerning plants' not in either table.
In.
addition, response to our February 1,1989 letter is not required, but you should
,use..the effort expended'in preparing your responses to improve your program, and keep in mind that any future inspection may be based in part on.the questions previcusly developed.
Also, no meeting will be. scheduled to ' discuss your responses.
Relief requests are approved in accordance with GL 89-04, subject to the provisos therein.
No further staff review effort will be expended on the CR-3 IST program other than that mentioned in GL 89-04.
