Dear Mr. Calvo:

Attached is a complete resubmittal of the Amendment to the Fort St.

Vrain Technical Specifications proposed in Reference 1.

Please note i

that only pages 8.1-3 and 8.1-4 have changed,. Attachments 1, 3 and 4 have been appropriately modified to describe / support the changes.

This resubmittal was prompted by NRC concerns raised in Reference 2 and agreement reached in Reference 3.

Public Service Company of Colorado (PSC) has incorporated the requirement for a four (4) hour check of radiation monitors which have only local alarms. However, the suggested limit of 30 days for allowing use of additional noble gas monitor, i.e.., the monitor with

only a local alarm (RT-4803), has been extended to 90 days to allow time to repair out of service monitors without unnecessarily reverting te the grab sample mode..
