f REQUEST FOR ADDITIONAL INFORMATION (TAC NO. 66506)
We.have reviewed the Public Service Company of Colorade's submittal dated' October 1,1987 (P-87384) requesting changes in Technical Specifications regarding radioactive effluent monitors. The proposed changes would allow the alarm annunciation for channel functional checks of some of the monitors to be removed from the control room to local areas.

additional information concerning these proposed changes, We request that you provide this additional information within 60 days of the date of this letter. The information requested in this letter affects fewer than 10 respondents; therefore OMB clearance is not required under P. L.96-511.

In Ref. l'(Attachment 2, p. 8.1-9) it is proposed that "the channel L
functional test [for radioactive gaseous effluent monitors] shall also.
demonstrate that the Control Room or local-alarm annunciation occurs if..."; However, the. current TS."ESR 8.1.1" requires that the alarm annunciation will occur in the Control Room under the given conditions.
.Thus the proposed TS is.less stringent than the current TS because it allows a local alarm annunciation, rather than an annunciation in the Control Room, for channel functional tests of gaseous effluent monitors.
State.the location of the alarm for the various' instruments that are.
required by ESR 8.1.1.
State why it is acceptable to have local alarms, rather than alarm annunciation in the Control Room'for each instrument that does not have'an alarm annunciation in the Control-Room.
For example, are releases automatically terminated for those instruments-that only have a local alarm?

In Ref.1 (Attachment 2, p. 8'1-23) it'is. proposed that "the channel functional' test [for radioactive liquid effluent raonitors] shall also demonstrate that Control Room or local alarm annunciation occurs if..."
However, the current TS "ESR'8.1.2" requires that the alarm annunciation will occur in.the Control Room under the given conditions. Thus the proposed TS is less stringent than the current TS because it allows a local alarm annunciation, rather than an annunciation in the Control Room.
State the location of the alarm for' the various instruments that are required by ESR 8.1.2.
State why it is acceptable to have' local alarms, rather than alarm annunciation in the Control Room for each instrument that does not have an alarm annunciation in the Control Room.
