SAFECUARDS EVALUATION REPORT BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. gg TO FACILITY OPERATING LICENSE NO. DPR-6 CONSUMERS POWER COMPANY BIG ROCK POINT PLANT DOCKET NO. 50-155

1.0 INTRODUCTION

The Consumers Power Company (CPC) has filed with the Nuclear Regulatory Commission (NRC) a request to amend the Big Rock Point Facility Operating License NO. DPR-6.

2.0 DISCUSSION The NRC, I&E Inspection Report 84009, dated August 31, 1984, identified a concern regarding the availability of the proper number of armed responders as identified in the security plan when certain compensatory measures were implemented. This issue was referred from the Region III Office to the Headquarters Office of Nuclear Reactor Regulation for resolution.

By letters dated February 6, and November 2,1987, Consumers Power Company submitted for staff review and approval a revision to Big Rock Point Plant Security Plan. This revision involves the maintaining of the minimum required number of armed responders at times when compensatory measures are in effect.

The Code of Federal Regulation, 10 CFR 73.55(H)(3), requires that a specific number of armed responders be available at each site. The specific number, which may be determined using NUREG-0907, is contained in the licensee's security plan. The concern raised by Region III does not involve the number of armed responders, but the unusual circumstances of falling below the minimum number noted in the plan, during contingency situations.

Because of the small physical size of this facility and the corresponding small security force, the unexpected loss; for example, due to illness of an armed response individual could be an immediate item of noncompliance. Licensees with larger security organizations have additional guards on duty to allow them to maintain minimum staffing. This licensee has revised its security plan to provide a mechanism to restore minimum armed responder requirements by following a specific method.

The commitment contained in the revisions to the Big Rock Point Security Plan involve a " call-in" program from their residence of off-duty guards. The revision states that additional (minimum necessary to plan commitments) guards will be on-site in a specific time.

3.0 FINDINGS A call-in" program is considered reasonable because the probability of a security contingency event occurring during the short period of time while a guard is responding from his residence is considered very low due to the infrequent and unpredictable nature of these circumstances.

4.0 CONCLUSION
