SUBJECT:

SUBMITTAL 0F DESIGN CERTIFICATION APPLICATION FOR THE COMBUSTION ENGINEERING SYSTEM 80+ STANDARD DESIGN I 1

By letter dated March 30, 1989, Combustion Engineering, Inc. submitted its l application for design certification of its System 80+ standardized nuclear i pcwer plant design. Included with the application were copies of its CESSAR-DC, which is being developed as a series of amendments to CE's previous standard safety analysis report (CESSAR-F). The CESSAR-F pages have been ir.cluded in the application to be used as an approximate guide to the final design of the System 80+ design; and those pages do not represent CE's final position or I analysis for the items discussed on those pages. CE has committed to replace j all pages from CESSAR-F which are currently included in the CESSAR-DC document. J Note that only material which has been submitted previously (Amendments A through E, submitted between September 1987 and March 1989) has been inserted in the CESSAR-DC package. No new information has been submitted with this package. The next amendment is expected to be submitted in September 1989.

Part of the docketing process requires the staff to perform an acceptance review of the CESSAR DC to ensure sufficient information has been provided in sufficient detail for the staff to parform its review. The acceptance review does not require agreement with the information presented, only assurance of sufficient scope and detail. Therefore, I request you provide me input within 30 days of the date of this memo regarding the acceptability of the detail of information provided in the application.

Schedules for review of material provided in Amendments A through El (September 1987 to December 1988) have already been established. Within the next few weeks, based on input from you and your staff, I will be establishing a review schedule for the most recent amendment (E2, submitted March 15, 1989 and with the CESSAR-DC package). If you have any questions concerning this matter, please call me at X21120.
