Gentlemen:

This: refers to an Enforcement Conference conducted by Mr. C. J. Paperiello

and other members of the NRC staff with Mr. T. J. Maiman and your staff on

May 31, 1989, at the Region III office in Glen Ellyn, Illinois, to discuss

the licensee's failure to declare one train of the Containment Spray System

(CS) inoperable as identified in NRC Inspection Report No. 295/89017(DRP).

We have concluded that operation with an inoperable train of CS resulted in a

Severity Level IV violation of Technical Specifications (TS 3.6.1.C).

We are

concerned with your operating staff's failure to make an appropriate LC0 dieter-

mination and with the lack of involvement of the station technical staff in

this determination. This also appears to have contributed to a condition.

where inoperable redundant trains went unrecognized. We also note that in

your short term corrective action, you did not specify how long the

administrative LC0 would remain in effect. Therefore, we will consider

this LCO to expire on October 1, 1989, when you committed to complete your

evaluation of TS. We have made an Open Item (295/89019-01(DRP)) of this TS

issue and request that you espond in writing with your resolution of this

open item by October 1, 1989. A written response to this violation is also

required.

In your response, please include your actions to improve your

operating staff's LC0 determination capabilities and the overview role of the

' technical staff.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

in the NRC Public Document Room.
