' Appendix A, Technical Specifications F.i : HRC Docket Nos. 50-254 and 50-265 s.

Dear Mr. Murley Pursuant to 10 CFR 50.90, Commonwealth Edison proposes to. amend

, ' Appendix'A, Technical Specifications to Facility Operating Licenses DPR-29 and DPR-30 to make. several changes. These proposed changes are.as t, direct result of'the Hydrogen Water Chemistry (HWC) modifications;at' Quad Cities Station.

The changes. associated with this amendment primarily involve changing the Main Steam Line Radiation-(MSLR) Monitors from seven'(7) times Normal Full Power Background (NFPB) to fifteen (15) times NFPB. The modification is currently scheduled for completion and operation for the Fall'of this year. Approval of the proposed Technical. Specification ~ changes is required prior to commencement of'the HWC program at' Quad Cities Station. A separate submittal will be made regarding decreased inspection requirements as a result of HNC program.

Additionally, this application for amendment corrects an existing typographical' .

error.

Commonwealth Edison has significant experience in the operation of Hydrogen Water Chemistry Systems, having operated the Dresden System since May 21, 1982. Similar changes have been recently approved by NRC Staff.for the Philadelphia Gas and Electric' Company Peach Bottom Station Units 2 and 3.

The proposed changes have been reviewed and approved by both On-site and Off-Site review in accordance with Commonwealth Edison Company procedures.

We have reviewed these proposed amendments in accordance with 10 CFR 50.92(c) 4 and determined that no significant hazards consideration exist. This evalua-
