CRYSTAL RIVER UNIT 3 - WITHDRAWAL OF TECHNICAL SPECIFICATION CHANGE REQUEST NUMBERS 111, ATWS - SILICON CONTROL RECTIF AND 134, ATWS-- REACTOR TRIP BREAKER SHUNT TRIP (TAC NO. 55351 By letter dated ~ January 16,1984 (Change Request No.111), you applied for an anendment to the Crystal River Unit 3 Operating License No. DPR-72. The proposed change would have modified the facility Technical Specifications to include the silicon-controlled rectifiers in appropriate surveillance and test sections, in response to Generic Letter 83-28, Item 4'.4.
Also, by "3F0385-22, Application for Amend to License DPR-72,consisting of Change Request 134,revising Tech Specs Re Operability & Surveillance Requirements for Reactor Trip Breaker Shunt Trip Attachments,Per [[generic letter" contains a listed "[" character as part of the property label and has therefore been classified as invalid..Fee Paid|letter dated March 29,1985]] (Change Request No.134), you applied for an amendment which would add to the Technical Specifications operability and surveillance require-ments for the reactor trip breaker shunt trip attachment, in response to Generic Letter 83-28, Item.4.3.
Subsequently, by. separate letters dated April 11, 1989, you withdrew both amend-ment requests, and committed to incorporate the proposed changes consistent with existing NRC staff guidance in the Technical Specification Improvement Program (TSIP).
You further stated that until approval of the TSIP submittal, the operability requirements of HRC Generic Letter 8b-10 will apply, and that surveillance procedures will remain in accordance with Generic Letter 85-10.
' These withdrawals are accepted, and TAC No. 55351 is closed.
The Commission has filed the enclosed Notice of Withdrawal of Applications for Amendments to Facility Operating License with the Office of the Federal' Register for publication.
