Request For a Cost Estimate From GPU Nuclear Corporation For the Installation of Additional Circuitry at the Oyster Creek Power Plant EOF and Permission to Use Site and Company Property For Contingency

Telecommunications In the event of an emergency at a nuclear station, the NRC would request the Boise Interagency Fire Center (BIFC) to be dispatched to the site with radio equipment for promptly establishing an off-site communications network between the Emergency Operations Facility and the Federal off-site monitoring team.
To accomplish this goal, the NRC had a communications survey conducted by BIFC for each site nationwide.
This survey identified the requirements for emergency radio-communication and any pre-installed equipment that would be necessary.
The communications survey was conducted at the Oyster Creek facility by an NRC contractor representative on May-10, 1985.
Based on this survey, NRC Region I is now initiating arrangements for the installation of contingency emergency telecommunications equipment at the Oyster Creek site. We are seeking your cooperation and assistance in establishing this capability.
Your assistance is requested to obtain (1) a cost estimate for the installation of additional telephone circuits in the Emergency Operations Facility (EOF), and (2) permission for the NRC to install temporary antennas during emergencies, or as described below. The circuits and 4
antenna locations are essential elements of our emergency telecommunications plan for the Oyster Creek site.
It should be noted that communications equip-ment, other than the additional telephone circuits necessary to support them, will only be installed at the communications sites in the event of an actual emergency or NRC participation drill and will be removed immediately at the termination of the emergency or drill.
We are seeking GPU Nuclear Corporation's cost estimate for labor and material to permanently establish three pair of shielded twin lead circuits from the NRC Conference Room in the EOF to the base of the antenna mast located on the roof of the EOF. These lines should be terminated at both ends with WE-742 connectors and should be marked for "NRC Emergency Use Only." The roof ter-1 minations should be enclosed in a weatherproof box to protect them from the elements. These lines will allow installation of the base station equipment required to establish communications from the EOF to the NRC emergency repeater system. The WE-742 connectors will be supplied by the NRC.

We are also seeking GPU Nuclear Corporation's long term permission for the following, if it should become necessary:
1.
Reserve for NRC use a 20 square foot area at the 100 foot level of the EOF Antenna Tower for UHF remote control base station equipment.
2.
Reserve for NRC use a 20 square foot area at the 180 foot level of the Larrabee Dispatch Microwave Tower for UHF repeater equipment.
3.
Reserve for NRC use a 20 square foot area at the 350 foot level of the meteorological tower for VHF repeater and crossbanded UHF base station equipment The meteorological tower communications package _is a self-contained _ battery operated unit that operates at less than 6 watts of Effective Radiated Power.
This low power output, coupled with the fact that it does not utilize a coaxial cable run from the base of the tower to its installation point, its internal-shielding, and over 30 feet of vertical separation between it and any mete-orological equipment, prevents any possible' interference'with meteorological measuring equipment.
If you agree to our request, please indicate in your reply if.the wiring _.
installation for the EOF will be performed by GPU Nuclear Corporation, and if not, please provide a listing of preference for'sub-contractors..Following receipt of your estimate, NRC Region I wil_1 issue the necessary purchase order.
Work should not commence-prior to receipt of the purchase order.
