Enclosed are the original and three (3) copies of Revision 28 of the Byron Nuclear Power Station Security Plan. This revision is in reply to the unacceptable portion of Revision 21 as identified in the referenced correspondence. The letter dated April 24, 1987, was inadvertently overlooked and Commonwealth Edison regrets any difficulty this omission may have caused.

Pursuant to 10CFR 50.4, the signed original and three copies of the security plan revisions are being provided to your office. A copy of this letter and two copies of the security plan revisions are being sent to i

Region III.

He have corcluded that these changes do not decrease the safeguards effectiveness of tht plan. These enclosures contain Safeguards Information which must be protected from public disclosure pursuant to 10CFR 73.21.
