CRYSTAL RIVER UNIT 3 - DECAY HEAT PUMP TEST AND INSPECTION JUSTIFICATION FOR RESTART I
l By letter dated May 30, 1989, you provided a preliminary assessment of the recent testing and post-test examination performed en the decay heat removal j
pump (DHP) to verify its capability at reduced flows in justification for
~
restart of CR-3.
Your assessment concluded that the pump can be expected to survive for up to 3 days at a flow rate of 400 gallons per minute (GPM).
However, your letter was not clear as to what the actual time requirement is at j
that flow rate and the basis for that requirement. We requested clarification j
of this matter as well as additional justification for pump operation at these i
conditions.

Your letter of June 12, 1989 in response to that request clarified the system requirements, and we agree that the actual need for DHP operation at 400 GPM can be expected to be between 5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> and 3 days.
However, although the likelihood is high that such a conclusion is correct, we do not believe that the total information available to us at this time fully justifies the conclusion that the pump can operate satisfactorily for up to 3 days at a flow of 400 GPM.
It is our understanding that you are considering various options to fully resolve this matter, including testing of your pump or other similar pump for 3 days and possible system redesign to eliminate the need for such operation.
Your commitment to full resolution by the end of the next scheduled refueling outage based on one of these options or its equivalent is needed in order for us to agree that restart of CR-3 is justified at this time. We request that l
within 90 days of the date of this letter you submit for review and approval a j
description of the program you propose to resolve this issue.
