Tnis ietter refers to the routine inspection conducted by Mr. R. Winters of
this office on May 8-12, 1989 at the Calvert Cliffs Nuclear Power Station
in Lusby, Maryland. Mr. Winters discussed the results of the inspection
with Mr. C. H. Cruse of your staff at the conclusion of the inspection.
This inspection was directed at activities related to the Inservice Inspection
Program. Areas examined during this inspection are described in the NRC
Region I Inspection Report which is enclosed with this letter. Wit.nin these
areas, the inspection consisted of selected examinations of precedures and
representative records, interviews with personnel, and observations by the
inspector.
Based on the results of this inspection it appears that the certification
of Baltimore Gas and Electric Company Nondestructive Examination personnel
was not carried out in full compliance with NRC requirements as set forth
in the Notice of. Violation, enclosed herewith as Appendix A.
This
violation has been categorized by severity level in sccordance with the
" General Statement of Policy for NRC Enforcement Actions," 10 CFR Part 2,
Appendix C (Enforcement Policy). You are rM uired. to respond to this
letter and in preparing your response, you sho:ld follow the instructions
in Appendix A.
