This refers to the inspection conducted by Mr. P. C. Wagner of this office

during the period of May 1-5 and ,15-19,1989, and Mr. A. Singh of this'

office during the period of May 15-19,:1989. The inspection was conducted of..

activities authorized by NRC Operating License DPR-46 for the Cooper Nuclears

Station, and included' discussions of our findings.with Mr. Guy Horn and other

members of your staff during, Land at the conclusion ^of.the inspection.

Areas examined during the inspection included motor operated valve testing,

instrument calibration; piping supports', surveys of,drywell temperatures -

'

and diesel fuel. oil conditions. .The NRC inspectors also' discussed the status'

of the actions being implemented in response to'IE Bulletin 85-03, Infonnation

Notices 88-72 and 89-11, the implementation of, Regulatory Guide (RG)1.97'

instrumentation, and the repair of electricali cables provided by General

Electric Company.

As the result of the inspection of the' implementation of RG 1.97, members.of

your staff committed to provide a revision to your. December 4 - 1985, submittal

to the NRC by August 21, 1989.

In addition, during the May 19, 1989, exit:

meeting, Mr. G. R. Horn of your staff committed to review all the calculations-

for the Class IN Pipe Support Code Qualifications performed by your contractor.

We understand that this commitment will be completed, and modifications will be

made if required, prior to startup from the present refueling outage.

understanding of your commitment is not correct, please contact us at once.

We have also examined actions you'have taken with regard to previously

identified inspection findings. The' status of these items is, identified in

paragraphs 6 and 7 of the enclosed report.

During this inspection, it was found that certain of your' activities were in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your response should be based on the specifics contained.in the

!

Notice of Violation enclosed with this letter,
