ZION STATION UNITS 1 AND 2 LICENSE AMENDMENT REQUEST DATED MAY 11, 1989 By letter dated May 11, 1989, Commonwealth Edison Company (CECO) requested a

-change to the Zion Technical Specifications. The proposed amendment was to change the out-of-service period associated with an inoperable diesel generator,

. specifically as it applies to the common "0" diesel generator in Section 3.15.2-c

'of the Zion Technical Specifications.

The NRC staff has reviewed the Ceco's submittal and determined that the submittal does not provide appropriate technical justification in making no significant hazard consideration determination required by 10 CFR 50.92.

Because this request does not provide appropriate technical justification needed to complete a Safety Evaluation Report, the NRC staff has determined that this submittal is not adequate as it now stands. It should be noted that the previous Safety Evaluation dated March 12, 1984 performed by the staff considered all other diesels to be operable while diesel "0" is out of service.

Should you desire the NRC staff to review this material to amend the Technical Specifications, it should be resubmitted with the proper technical analysis and bases.
