.Your letter of December 18, 1981, informed us that one of the three diesel generators used as a ' source of emergency power at the Hatch j

Nuclear Station - Unit No. 2,'was inoperable. You stated that repairs could be accomplished if you could be granted a 15 day extension in-the applicable TS and thus avoid a shutdown of the Unit. You' stated i

that. the likelihood of a loss-of-coolant. accident during the 15 day L

extension period is. acceptably low.. In addition, you stated that the j

s l' Hatch Station is supplied offsite power from a very reliable electric J

grid with 5 incoming transmission ifnes. To compensate for the loss of one of the diesel generators, you plan to verify operability of the j

remaining diesel generators through an increased surveillance plan and i

q to increase surveillance to ensure operability of your.offsite power sources. We conclude that extended operation of Unit 2 for 18 days, total, is acceptable as the staff agrees with the rationale presented j

above and with the compensatory actions.

We have determined thet the amendment does not involve a change in l

effluent types or total amounts nor an increase in power level and will not retolt in any significant environmental impact. Having made this determination, we have further concluded that the amendment involves h.

an action which is insignificant from the standpoint of environmental i

[

impact and pursuant to 10 CFR Section 51.5(d)(4) that 'an environmental j

D impact statement or negative declaration and environ, mental impact i1 appraisal need not be prepared in connection with the issuance of this
