TEMPORARY CHANGE TO TECfNICAL SPECIFICATION -

O:y;i DIESEL GENERATOR OPERASILITY Gentlemen:

. In accordance with the provisions of 10 CFR 50.90, as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby proposes an amendment to the Technical Specifications (Appendix A to' the Operating License). The proposed amendment will temporarily extend the 72-hour Limiting Condition -

for Operation (LCO) for one inoperable diesel generator.

On the morning of December 16, 1981, while performing diesel generator surveillance procedure HfP-2-3801, diesel generator 2C failed in starting.

Apparently, the connecting rod to crankshaft connection in cylinder #3 failed. The connecting rod then came free from the crankshaft and caused damage to the crankshaft, cylinder wall and crankcase. The diesel generator l was declared inoperable which placed Unit 2 in a 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> LCO per Hatch' Unit 2 Technical Specification 3.8.1.1. Plant Hatch personnel:'have determined

-that it is not possible to repair the 2C diesel engine within the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> LCO period which expires at 8:57 a.m. (EST) on December 19, 1981.

GPC requests a revision to the Appendix A Technical Specifications for Unit 2. This one time exception would allow T iifteen (15) day extension to the LCO for repairs to be made on diese' metator 2C while continuing to operate both Units 1 and 2. electrical power sources by performing the surveillance requirements of Section 4.8.1.1.2.a.4 once per day. More frequent testing for the extended period of time requested is not recommended by the diesel manufacturer due to accelerated wear. Additionally, each of the independent circuits between the offsite transmission network and the Class IE onsite distribution systems will be verified to be operable at least once per eight hours per Section 4.8.1.1.1.a during the repair. To further increase the margin of safety for Unit 2 the swing diesel (18) Unit LOSP select switch will be positioned to Unit 2. In the unlikely event of a LOCA, the IB diesel will automatically swing to the unit undergoing the LOCA. In the event of a LOSP, the diesel will preferentially tie to the Unit 2 emergency 4160 volt bus, making two diesel generators available for each unit. The proaability of a LOSP at Plant Hatch is very low because of the inherent stability and high reliability of the Southern Electric System grid and the five 230 kv lines supplying offsite power capability to Plant Hatch.

Justification for this requested change is based on the extremely low likelihood of a loss-of-coolant accident concurrent with the loss of all offsite electrical power during the extended 15 day period.

The difference between the probability of occurrence of the postulated events during a 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> period and an 18 day period is negligible, due to the extremely small likelihood of occurrence of an event during either time period. Thus, the probability of occurrence of an accident or malfunction is essentially unchanged from previous analyses. The consequences of an accid- 1 or malfunction remain unchanged from those which would result from an accident or 7,alfunction which might occur during the allowed 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

Due to the compensatory measures described above, margins of safety are increased above those available while in the ACTION statement of the existing Specification.

Based on the above evaluation, the Plant Review Board and the Safety Review Board have determined that the proposed change to the Technical Specifications does not involve an unreviewed safety question. This request is a Class III amendment as determined in Attachment 2. Accordingly, a check for $4,000.00 is enclosed. We request your immediate attention to this proposed change due to the constraints imposed by the present LCO.
