This is to respcnd to your letter of August I regarding NRC cooperation with ,

the PAEC.

I am enclosing a copy of my response to Dr. Bartolome's request for NRC assistance. As stated in the letter, NRC policy prevents us from performing PSAR or FSAR reviews or otherwise assuming regulatory responsibility for foreign reactors.

NRC has assisted the PAEC by providing on-the-job training assignments for PAEC staff, admitting PAEC staff to NRC technical training courses, arranging site visits and discussions for PAEC staff, and by providing NRC-published and other written information to the PAEC. We have also nominated NRC safety experts to serve as the resident IAEA safety adviser in Manila practically continuously since 1977.

In the case of the FSAR safety review tean visit to the NRC, we set aside work space and appnintnd a proiect manager for coordination, and technical specialists as contacts for the PAEC review staff. The hRC technical specialists were to answer direct questions, identify and provide NRC infomation pertinent to the technical areas being reviewed, and to give guidance on the NRC review procedures outlined in the NRC-published NUREG-0800, Standard Review Plan. The NRC technical specialists did not review, critique or analyze the work of the PAEC reviewers. Nor did the NRC prepare a report or review the safety evaluation being prepared by the PAEC reviewers.

I an sure you understand that only the Philippine Government and the PAEC have the responsibility for licensing the Philippine nuclear power facility.

The NRC shall continue to cooperate with the PAEC by sharing infonnation, l

technical skills and experience.
