IAEA TECHNICAL ASSISTANCE MISSION IN THE PHILIPPINES b

}e / Attached is background infonnation from both the IAEA and Argonne National pW Laboratory requesting NRC assistance with an IAEA Technical Assistance Project in the Philippines in the area of Technical Specifications. One letter is ,

addressed to Martin Virgilio because he undertook similar missions in Yugoslavia when working in SSPB.

As the first step in developing NRC's response, I would like to know if you would be interested in having someone from SSPB selected for this assignment.

If so, we would go with your recommendation; if not, and if you do not object, we would approach Roger Mattson about Virgilio who is currently assigned to ICSB. (Virgilio has advised IP that he would be interested in undertaking the assignment if the opportunity is given to him.)

The 3-month assignment suggested by IAEA in the enclosures seems too long a time to tie up an NRC staff member. Instead, we would plan to propose to IAEA that the assignment be redesigned to last only 2-3 weeks, or perhaps be broken into two separate 2-3 week assignments over a six-month period.

Qualifications: A nuclear safety specialist with extensive experience in nucl. ear licensing matters, specifically for nuclear power plant operation.

information: Considering the fact that the first Philippine nuclear power plant (PNPP-1) construction is approaching its completion, it will be inevitable that the decision to grant or deny the operating license shall be made. One aspect to be considered in the issuance of the license, is the approved plant technical specification which shall be made part of the conditions of the license.

The expert's advice is required in the write up of the document.
