Vaughn, Regarding your question below, on 3/26/20 Surry implemented Tornado Missile Risk Evaluator (TMRE) to address the non-conforming SSCs for which enforcement discretion was entered under EGM 15-002.

Surry used the TMRE to update the PRA to show these vulnerabilities were within industry guidelines as accepted by the NRC. The actions taken allowed the return to full qualification of the affected components and exiting enforcement discretion.

Surry recently issued the notification below related to its tornado missile protection non-compliances. It is also determined that Surry is now operating under the Enforcement Guidance Memorandum (EGM) 15-002, Rev 1, Enforcement Discretion for Tornado Missile Protection Non-Compliance. The EGM states, in part, that, [t]his enforcement discretion will expire on June 10, 2018, for plants of a higher tornado missile risk (Group A Plants) and June 10, 2020, for plants of a lower tornado missile risk (Group B Plants). The enclosure to this EGM includes all operating reactors grouped according to the [Division of Risk Assessment] DRA analysis. Surry is a Group B plant as defined in the EGM. Can you provide latest status/update of the Tornado Protection for Surry by the end of this week?

EN54437 - Surry notification date 12/11/19:

POTENTIAL TORNADO MISSILE VULNERABILITIES "On December 11, 2019, at 1356 EST, it was concluded that certain safety-related equipment is vulnerable to design basis tornado missiles which could render the equipment inoperable and not able to perform its design function. This applies to the following Technical Specification equipment:

1. Component cooling water piping for the 'A' spent fuel cooling water system heat exchanger.

This heat exchanger is vulnerable to a horizontal missile traveling through the roll-up door, which would challenge operability of the Technical Specification required component cooling system equipment.

2. All three (3) emergency service water pumps and their diesel fuel oil supply tank. The emergency service water pumps and diesel fuel oil tank are vulnerable to a horizontal missile penetrating the missile screens.
3. Certain component cooling water system pump discharge piping is vulnerable from a vertical missile penetrating the auxiliary building roof.
4. The Unit 1 auxiliary feedwater (AFW) system pumps and the pump suction and discharge piping are vulnerable to a missile traveling through the screens on the sides and roof of the main steam valve house. This vulnerability also exists for the Unit 2 AFW."

This condition puts Unit 1 and 2 into Technical Specification 3.01 which requires the units to be in hot shutdown within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in cold shutdown within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.

The NRC Resident Inspector has been notified.
