3.11.2.5 The concentration of oxygen in the WASTE GAS HOLOUP SYSTEM shall be limited to less than or equal to 3% by volume whenever the hydrogen concentration exceeds 4% by volume.
APPLICABILITY: At all times.
ACTION:

l 4.11.2.5 The concentrations of hydrogen and ozygen in the WASTE GAS HOLOUP SYSTEM shall be determined to be within the above limits by continuously monitcring the waste gases in the WASTE GAS HOLOUP SYSTEM with the hydroge and oxygen monitors required OPERABLE by Table 3.3-13 of Specification 3.3 3.)T.

. to ULNRC 1603 Safety Evaluation This amendment request revises Technical Specification 4.11.2.5 to incorporate the correct reference specification for Table 3.3-13.
Also item 1.a is being deleted from Table 4.3-3 since it was overlooked in our Amendment-20 request which was
-approved by the Commission on April 10, 1987.
These changes'and their respective safety evaluation are discussed hereinafter.

Technical. Specification 4.11.2.5 incorrectly identifies Table 3.3-13 as being a part of Specification 3.3.3.11.
Since the table is actually located in Specification 3.3.3.10 the change is being made to correct this oversight and is purely administrative in nature.

Technical Specification Table 4.3-3 item 1.a should have j
been deleted as part of the amendment request package j
that was issued on April 10, 1987 as Amendment-20.

Limiting Condition for Operation and operability requirements associated with item 1.a of Table 3.3-6 l
were deleted via Amendment-20.
This change is to delete the surveillance requirements which were omitted'in error from deletion in Amendment-20.
The deletion of this entry is purely administrative since it should have i
been included with the Amendment-20 package.
The safety evaluation and significant hazards evaluation for the Amendment-20 changes are valid for this change.
Pursuant to the above information, this amendment request would not adversely affect or endanger the health of the general public and does not involve an unreviewed safety question.

following discussions address significant hazards evaluations associated with these changes.
Since these changes are 4,.,
administrative in nature, hazards will be evaluated collectively.
This change does not involve a significant increase in the probability or consequences of an accident previously evaluated.
The change merely is an effort to correct administrative discrepancies to provide for consistency in the Technical Specifications.
Thischangedoesnotcreatethepossibilityofaneworf$
different kind of accident from any accident previously l
evaluated.
The proposed change does not alter the requirements and the method and manner of plant operation are unchanged.
Its intent is to correct the administrative discrepancies in the Technical Specifications.
This change does not involve a significant reduction in a margin of safety.
This is based on the fact that no change in design or operation is involved, just an effort to clear up discrepancies in the Technical Specifications to enhance the overall safety to the plant and general public.
The Commission has provided guidance concerning the application of the standards in 10 CFR 50.92 by providing certain examples (48 FR 14870).
This change request is similar to the example of a change involving no significant hazards consideration which relates to a change that is administrative in nature.
The change adds clarity to the Technical Specifications.
l Based on the above discussions, the amendment request does not involve a significant incre.ase in the probability or i
consequences of an accident previously evaluated; nor create the possibility of a new or different kind of accident from any accident previously evaluated; nor involve a reduction in the required margin of safety.
Based on the foregoing, the requested amendment does not present a significant hazard.
