SUBJECT:

CONDUCT OF NDE IWYESTIGATION - SEA 8 ROOK Based upon telephone conversation with R. Matakes of your office on 5/12/83, the SRI met with Mr. 6. F. Mcdonald (YAEC Coroorste Construction OA Manager) and Mr. J. W. Singleton (YAEC rield QI. Manager) and made the following arrangements:

-- Mr. Katakas will have entrance meeting (8:00 AM, $/23/83).

with senior licasee personnel at Seabrook shortly after his arrival At this meeting the licensee will have available a written report on synopsis of their investigation of the NDE problems, to date.

-- Arrangements will be made for Mr. Matal;as to interview all Pullmas NDE technicians (approx. 25) at a private location during 5/23-24/83.

Ae Those technicians on third shift can most conveniently be interviewed early on the scening of 5/24/83 at the end of their shift.

The faterview location will be separated from site management offices and have telephone capability.

-- Mr. Matakas will interview Pullman, and possibly some UE8C and~YAEC.

supervisory personnel on 5/25/83 (arrangements are same as above).

-- Contact for the investigation will be Mr. Mcdonald (YAEC Framingham, 617-872-8100). Mr. R. Gram, NRC Resident Inspector, will be available during this time period to provide assistance to Mr. Matakes.

Upon arrival on site, Mr. Matakas should contact Mr. Gramm first (site tel.

ext. 2045).

The SRI did not discuss with the licensee any contact with Mr. Padovano, nor l

did he indicate that allegations had been made to the NRC on this matter.

1 On a separate matter, the SRI discussed with Mr. Mcdonald the transfer to Seabrook by Pullman of the indiv# dual involved with the QC intimidation event at Yogtle.

Mr. Mcdonald is pursuing this with Pullman management.

It will be most Ilkely discussed in the NRC/ Licensee management meeting regarding Pullman problems, presently planned for the week of 6/6/83.

contractor (general NRC concerns regarding the past perfomance of the site piping response to Puliman-Higgins) and to the specific construction deficiency involving the questionable conduct of surface nondestructive examinations (NDE) perfomed by one Pullmt Higgins technician.

The status of the. licensee investigation and reporting,under 10CFR50.55(e), with respect to the questionable NDE was discussed, along with other licensee management and inspection initiatives.

Licensee Presentation and Discussion The licensee presented corrective steps, taken by management of both the piping contractor (Pullman-Higgins) and the licensee itself, to address concerns raised about the perfonnance of the piping contractor.

These steps include:

-- mobilization of a joint licensee / construction manager supervisory support group to monitor Pullman-Higgins site activities on a daily basis and evaluate findings.

-- an increase in the frequency of surveillance and audits of Pullman-Higgins site activities, perfonned by YAEC second and third level QA inspection personnel.

-- the initiation of management actions by Pullman corporate direction to assign a Director of QA to the site and increase the number of personnel l

assigned to the site internal surveillance group.

-- regular evaluation of effectiveness of the Pullman program by corporate personnel with weekly meetings with the licensee to assess the need for further corrective measures.

The licensee interim 10CFR50.55(e) report on Suspect NDE Examinations (June 3,1983) was also discussed to include the status of re-examinations, evaluation of the NDE perfonned by other technicians, and the future course of the investigation for the continued analysis of the safety implications of this problem.

the area of piping, supports and control of the piping contractor work, to
