Clarification of License Amendment Request Regarding Station Review Board Responsibilities (TAC No. 61468)

Dear Gentlemen:

The following serves to provide clarification to the License Amendment Request submitted on January 22, 1986 (Serial No. 1235). These clarifications were discussed during telephone conversations with Mr. A. W. DeAgazio, NRC Project Manager for the Davis-Besse Nuclear Power Station (DBNPS) Unit No. 1, and members of the DBNPS staff on November 27 and December 2, 1987. The specific items of clarification are as follows:

Technical Specification 6.5.1.6(b) - The last sentence of the proposed change should be deleted as it is not necessary to satisfy the proposed Technical Specification requirement.

Technical Specification 6.5.3.1(a) - The statement " Plant procedures other than plant administrative procedures will be approved as delineated in writing by the Plant Manager" should be clarified to state " Plant procedures other than plant administrative procedures will be approved, as delineated in writing, by individuals holding positions not less than one management level below the Plant Manager". This more clearly indicates those individuals who may be designated e approve procedures other than plant administrative procedures. l I

Technical Specification 6.5.3.1(b) " Temporary approval of changes j to procedures ..." refers to changes made to procedures as stated in I the proposed Techrcical Specifications, which will tot change the intent of the approved procedures. These types of changes require technical review (as noted in proposed Technical Specification I 6.5.3.1(e)) and temporary approval by a management individual holding l a Senior Reactor Operators License and by the Duty Plant Manager.  !

Final review and approval by the Station Review Board and the Plant Manager will be accomplished in accordance with Station Procedures, presently designated to occur within 14 days. [OO{

for approval by the Plant Manager.  ;

Technical Specification 6.5.3.1(e) - Reference to Section 4 of ANSI 18.1-1971 should be further clarified to Section 4.4 to reflect the specific section of ANSI 18.1-1971 for qualification of reviewers.
