Additional Clarification of License Amendment Request Regarding Station Review Board Responsibilities (TAC No. 61468)
Gentlemen:
The following serves to provide additional clarification of the License Amendment Request submitted on January 22, 1986 (Serial No. 1235). This additional clarification involves proposed Technical Specification 6.5.3.1(c).
Per discussion with Mr. A. W. DeAgazio of your staff on January 28, 1988, this section should be clarified as follows:
6.5.3.1 Activities which affect nuclear safety shall be conducted as follows:

Proposed changes or modification to plant structures, systems and components shall be reviewed as designated by the Plant Manager. Each such modification shall be reviewed by an individual / group other than the individual /
group which designed the modification, but who may be from the same organization as the individual / group which designed the modifications.
Implementation of nodifications to plant structures, systems and components shall be approved by the Plant Manager.
This clarified administrative control will require that technical reviews be performed on each proposed change or modification to Davis-Besse Nuclear Power Station structures, systems or components which affect nuclear safety versus only those which are nuclear safety-related.
