Dear Mr. Stolz:
Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1.
This application requests that the Davis-Besse Nuclear Power Station Unit No. 1 Technical Specifications, Appendix A, be revised to reflect the changes attached. The proposed changes involve Sections 6.5.1.3, 6.5.1.6a-j, 6.5.1.7a-d, 6.5.3, 6.8.2 and 6.8.3.
The changes in Sections 6.5.1.6 and 6.5.1.7 are being requested to revise and clarify the Station Review Board (SRB) duties and responsibilities.
Part of these changes involve removal of the technical review aspect of SRB evaluations. This change will allow the SRB to concentrate their review on the safety-related aspect of proposed changes on matters relating to nuclear safety in cases where an unreviewed safety question does not exist. This change has been enhanced by the addition of a Technical Review and Control Section 6.5.3.
These changes, while not conforming to the Standard B&W Technical Specifications, have previously been approved by the NRC at other operating nuclear power plants.
The phrase "to serve on a temporary basis" is being removed from Section 6.5.1.3, as it is an undefined term. Changes in Sections 6.5.1.6k and j
6.5.1.7a and 6.5.1.7c on position titles are being requested to conform to administrative organizational changes already in place at Toledo Edison. These position title changes are included, where necessary.
for consistency with the position titles utilized in the SRB revision discussed above. Toledo Edison is preparing a separate amendment application for submittal to the NRC which will address the rest of the administrative organizational changes in Section 6.0.
